In this case, you may have to switch your default system locale to Chinese. Then whenever windows doesn't know what code to use, it will just use Chinese code page and font settings-- this is fagus's favorite technology, the source of many troubles.
To avoid further problems in the future, you'd better change the file names and switch back your default system locale to english.
