If what Rao advocates is to blindly follow the ethnity line, that's indeed stupid and inapplicable. However, what I interpret is different from that. My take is that Chinese should say justful things "especially" when the victim is a Chinese, and Chinese should help a junior person "especially" when he is a Chinese.
It is just like while we sympathize tragedies around the world, we would do so "especially" when it happens in China, where we were raised and to which our cultural alignments attach.
And it's just like while we value all kinds of lives, we would especially value that of a Homo sapiens, to whose species we belong. --- of course, extreme environmentalists will disagree on this :).
