make it undesirable to 说清楚. When you want to 说清楚 you often feel that you are being tedious. This is true to a degree in any language, but especially true in Chinese. I don't mean to say that you can't 说清楚 (e.g. for legal affairs conducted in Chinese, I don't think they have too big a problem with 说清楚), but skipper3 is right that many if not most writers don't value 说清楚 and many readers don't either.
