杰出青年科学基金 is an award with very high honour. If it is not an award, what is it? Be aware that this is not a general research grants, it is an award for you to do your research. In North America, there are a lot of these kinds of awards. There are awards for you to do research, not for you to put in pocket.But REMEMBER, it is still an award, some with extermely high honour.
潘在其海德堡大学简历中把获得国家自然科学基金的“杰出青年科学基金”说成是获得“Outstanding Young Scientist Award”；把获得“杰出青年海外合作基金”说成是获得“Outstanding Overseas Chinese Scientist Award”；把“长江学者特聘教授”说成是获得“Yangtse Professorship”，则很可能有意欺瞒德欧合作者了
