then you got some uncertainty becasue not all the information is available. So you factor in something called risk premium into your cost to mitigate the uncertainty. The problem is you would never be able to elimate the uncertainly. There is always a possibility that the decision is wrong.

See 理科 professionals usually don't have to face such situations becasue to them everything has to be certain to do their jobs.
