In the three examples you found, the second is NOT a cv written by this guy himself.
In other two examples, what they declined are awards or fellowships, not
faculty positions. Such awrads or fellowships may already be offically announced.
For examples, Pan JW can list in his CV
"Sofja Kovalevskaja-Preis (declined)", if he declines it.

In Europa, some good professors apply positions in another
