speaking of donation, many years ago, the UN set a target for development aid of 0.7 percept of GNP. US is probably one of the most stingy, giving only 0.1% of GNP, or just 1/7 of the UN standard, in the year of 2000. i am not sure how this standard has changed over the years, or how this would apply to emergency aid.
