not this one, bloody, still breathing, the main problem was government gave killing contracts to seal hunters and really didn't monitor too much on the process, and those hunters often used primitive ways to kill, the suffering of seal was inevitable.
as a rich country, canada should spend money on birth control of seal, just like the one of human being, contraception is way better than abortion
