East Asian countries has been a failure because nobody bothers to teach the root of a word, which usually derives its origin from Latin. In learning Chinese, the radicals provide plenty of hints on what this character may mean. Such a rule also exists in English if one cares to pick up some basic understanding of Latin. The Princeton Review courses here for SAT and GRE classes all teach a bit of Latin to help enrolling students improve their vocabulary.
