In that article it said KH-12's perigee is 322km and apogee is 966km, and the resolution is the best at perigee. Which is correct, however, saying that apart from perigee, the KH-12 reconsat cannot do much to improve the quality of picture is wrong. Most of the reconsats have bigger than usual fuel tanks, and that means those reconsats can change their orbits more frequently than commercial satellites. When required, reconsats can perform orbital maneuver to transfer itself to other orbits, which can be lower, or higher to have a better look. Infrared sensors can pick up heat src from engins even with clouds, even sand/snow storms covering the area.
